Comprised of material which is for the most part unpublished outside of Finland, this excellent volume gives a systematic and detailed general account of the workings of the Finnish government. Jaakko Nousiainen emphasizes the special nature of the Finnish political system, particularly in comparison with the other small democracies of Scandinavia, in combining features of the normal parliamentarism of the European continent and the American way of government under presidential leadership.
